Expanding international presence and creating favorable conditions for mainstream use and propagation of GLONASS technology are among top JSC “NIS” priorities. This includes active efforts aimed at establishing and facilitating development of competitive GLONASS-based products and services at home and abroad.

In June 2010 NIS GLONASS received the mandate to implement the intergovernmental agreement on GLONASS between Russia and Ukraine.

Roscosmos appointed JSC “Navigation Information Systems” the designated operator for provision of navigation services to consumers in Russia and Ukraine.

This decision was approved by the Head of the Russian Federal Space Agency Anatoly Perminov within the context of the Cooperation Agreement on development and use of the GLONASS System, concluded between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation.

On the Ukrainian side, JSC “Scientific Research Institute of Radio Engineering Measurements” (“NII RI”) was designated as the navigation services operator for the territory of Ukraine by order of the State Space Agency of Ukraine.

Cooperation Agreement between JSC “NIS” and JSC “NII RI" was signed in August of 2010.

NIS and Ukravtodor (Ukrainan Government Roadway Agency) signed an MoU in February 2012. The Parties intend to run joint activities related to GLONASS/GPS-based electronic toll collection systems to charge heavy-weight vehicles for use of public roads.


A working meeting for representatives of NIS GLONASS and Belarus Government was held in June of 2010.

Various implementation options and capabilities of GLONASS-based solutions and navigation information systems for various economic sectors were demonstrated to Belarus representatives.

Particular emphasis was made on ensuring transportation safety, the ERA-GLONASS System Project, and the potential for deployment of the system on the territory of friendly nations.


NIS entered into Cooperation Agreement with Joint-Stock Company National Company Kazakhstan Gharysh Sapary (NC KGS) in November 2012. NIS-NC KGS joint efforts are supposed to help further develop GLONASS/GPS technologies and find various technology applications in Kazakhstan and Russia.

India is one of the world leaders in telecommunications and telematics systems development. Advancement of international cooperation in this strategic direction with aim to support world-wide propagation of GLONASS-based navigation solutions is among National Navigation Services Provider important objectives. NIS GLONASS General Director Alexander Gurko joined Russian Federation President during his official visit to India in December 2010. During the visit, a successive Cooperation Agreement was signed with Glonis Solutions, and negotiations were held with InRuss Technologies, HBL Power Systems, and DIMTS management on expansion of cooperation efforts and potential adoption of innovative Indian developments in Russia.

In March 2010, the Indian Space Research Organization (ISRO), Roscosmos, and NIS GLONASS signed a Memorandum of Understanding and set up a Working Group with the objective of establishing and incorporation of a joint venture with Antrix, an ISRO subsidiary.

NIS GLONASS signed another agreement in 2010, establishing a consortium with DIMTS (Delhi Integrated Multimodal Transit System) for participation in tenders for building Intelligent Transportation Systems (ITS) and traffic management solutions for major Indian cities. DIMTS is a joint venture between New Delhi Government and Infrastructure Development Finance Company (IDFC), one of largest finance and investment corporations in India.

Within the context of Memorandum of Understanding, signed with Kerala State Electronic Development Corporation (KELTRON) – a major Indian Government system integrator, joint efforts on implementation of pilot projects in the state of Kerala and participation in state government tenders are underway. Technical aspects of the proposal for provision of vehicle control and operational communications systems for Maharashtra State Police are presently being worked out.

NIS GLONASS successfully completed the contract for supplying satellite navigation systems to HBL Power Systems for monitoring and management of the company’s vehicle fleet. The next step will be the establishment of regional dispatch centers in the states of Andhra Pradesh, Karnataka, and Kerala.

Supplying fleet management system for 1,500 cement mixing trucks of one of the largest construction companies in India is being considered.

In November 2011, JSC “NIS” registered NIS GLONASS Pvt Ltd subsidiary company in India for cooperation with Indian partners on implementation of pilot projects, deployment of the regional partner network, creation of major infrastructure projects, localization and adoption of GLONASS/GPS technology-based products to the specifics of the local market. NIS GLONASS Pvt Ltd subsidiary company already began the formation of a pan-Indian partner network, which includes geographically distributed (regional dispatch centers) as well as industry sector-specific companies.

Pilot GLONASS/GPS technology-based transportation monitoring and management system adoption projects have been launched in 2012 in Indian states Maharashtra, Andhra Pradesh, and Punjab.

In October 2012, permanent GLONASS Technology Center was opened in Mumbai. The Center demonstrates interested market participants the entire spectrum of GLONASS navigation solutions’ capabilities for development of Indian transportation infrastructure.

In the nearest future, implementation of the CityBus pilot project will start in Mumbai and New Delhi; it is based on passenger bus monitoring and management system and public transit stop passenger information system. Additionally, such systems will be deployed in Maharashtra, Punjab, Rajasthan, and Karnataka states.

Strategic Cooperation Agreement was executed between NIS and Tata Consultancy Services (TCS) (major Indian innovation service provider) during President Putin’s visit to India in December 2012. TCS committed to be NIS’ strategic partner in technology assisting software adaptation, system integration, and service provision, as well as development of product offering for India and other markets.

Moreover a trilateral Memorandum of Understanding was signed between NIS, Bharat Sanchar Nigam Limited (BSNL), and Mahanagar Telephone Nigam Limited (MTNL) in December 2012. It covers joint activities in satellite-based navigation domain. The Parties merge their efforts to facilitate provision of GLONASS/GPS-based navigation services in India. BSNL is the largest provider of fixed telephony, and provides mobile telephony (GSM/CDMA), Internet, IPTV services across the subcontinent except for Mumbai and Delhi (MTNL Company is the one to provide telecom services in the megalopolises).

Brazil is one of the world leaders in development and adoption of navigation technologies and telematics equipment.
A working meeting between NIS GLONASS management and representatives of Brazilian telematics services providers was held on 8 September 2010.
Prospects for cooperation on technological exchange and establishment of joint ventures for provision of GLONASS-based navigation information services and manufacturing of user navigation equipment in Brazil were discussed in the context of the meeting. Particular focus was made on sharing the experience of operating the Brazilian SIMRAV system, a number of characteristics of which is similar to the ERA-GLONASS emergency response system, currently being deployed in Russia.
